Vacancy background
The overall objective of the project is to contribute to the reduction of unemployment, the improvement of employment and of the quality of jobs and support social cohesion in BiH through enhanced effectiveness of labour markets
The purposes of this project are as follows:
- To develop better targeted and more effective active labour market measures and employment programmes in order to combat unemployment and increase employment and labour market attachment;
- To design and implement instruments aiming at activating and enhancing the employability of the unemployed persons and improving attachments to the labour market for all categories of labour market actors.
- To systematically use of options design and assessment as well as their effective cost and benefit implications with the aim of delivering evidence based priority setting in policy development
- To strengthen the capacity of the institutions responsible for employment policy at all levels for programming, planning, designing, implementing and monitoring appropriate and cost effective active employment policy measures.
As part of the project, communications hubs have been established. The appointed experts will work with the hubs to ensure both efficient administration and effective working.
Duties
- Arranging hub meetings (date, time, choice of venue, agenda, etc.)
- Issuing invitations
- Producing any requested supporting information
- Producing any drafts of position papers as requested (with assistance of key experts if necessary)
- Researching existing information and providing copies of official documentation as required
- Taking a meeting record and following up requests for further information
- Providing a full report of the meeting to the Team Leader and to the hub membership, and collating contributions to build up a coherent policy document or implementation plan as appropriate
- Providing professional expertise to the hub (labour market and ALMM policy/strategy; legal and procedural issues; capacity building and training)
- Other regular reporting as required
Qualifications/requirements
- A University degree and/or experience in one of three sectors (labour market policy and strategy, legal and procedural issues, capacity building)
- Excellent analytical and communication skills
- Good spoken and written English
- Excellent reporting abilities (written)
- Excellent command of the official languages of BIH
- Good administrative and organisational skills
- Flexibility and willingness to travel within Bosnia and Herzegovina
- At least 10 years of professional experience
- Good experience in the field of labour/employment policy, legal and procedural issues for the Public Employment Service, and/or capacity building and training for human resource management
- In-depth knowledge and understanding of labour market policy and strategy, and/or legal and procedural issues for the PES, capacity building and training in Federation BiH, Republika Srpska and Brcko District BiH
- Previous experience in EU projects will be an asset
The assignment will take place in Sarajevo, and (for one expert) in Banja Luka/Pale. There will also be a need for all experts occasionally to travel to other locations within Bosnia and Herzegovina if it is decided to convene a hub meeting elsewhere than Sarajevo or Banja Luka/Pale (e.g. Brcko, Mostar).
The assignment is for a number of days up until the end of the project (August 2011). Days will be allocated to experts according to need, with an initial allocation of 20 days each.
